You have to 'practically beg' to be attuned to your teacher and/or to (one of) the lama(s) who work with him. Put the request out at Tibetan New Year, offering a white scarf and an envelop with a cash donation will go some way. You may have to wait half a year. Meanwhile, you will get to do work with the Medicine Buddha beforehand for quite some time, probably. Essentially what this practice does is strengthening you, before you'll get your attunement. You can pray to the Medicine Buddha also without being attuned, however your energetic power will be less. I hope this clarifies.
